Wayne Metro WRAP

The Water Residential Assistance Program (WRAP) is a two year program that provides funding to eligible, low-income homeowners to assist with water bills, water conservation, and self-sufficiency initiatives.

If you live in any of the areas listed within the WRAP Community 4, you can apply through Oakland Livingston Human Service Agency (OLHSA) today!

BENEFITS

  • Assistance up to $1,000 per household: Twelve $25 bill credits and $700 in arrearage assistance for eligible communities
  • $25 monthly bill credit and help with arrears
  • Participants may receive up to $375 in the first month of enrollment
  • Water-saving kits and conservation education
  • Supporting WRAP-Around Services through case management, resources, and referrals
  • Home water audit & minor plumbing repairs up to $1,500 (for renters and homeowners above 120% of average usage)

ELIGIBILITY

  • 200% Federal Poverty or below
  • Household Income
  • Applicant is responsible for water

    Detroit Applicants:

    – Name MUST be on bill

    Other Wayne County Applicants:

    – Bill stating resident, occupant, tenant, etc. must have a complete lease

  • Applicant must live in the property
  • Live in a Great Lakes Water Authority Community
  • Have active service with current usage

ADDITIONAL WRAP INFORMATION

  • Shut off notice is not required
  • Bill does not have to be past due

REQUIRED DOCUMENTS

  • Photo ID (City, State or Federally issued, or Passport) for all household members 18 years of age and older
  • Current water bill
  • Proof of income, 30 days prior to and including the date of application submission (Pay stubs, Unemployment, Child support, and Benefit statements: SSI, DHS, etc.)
  • Lease stating responsibility for water: ONLY Non Detroit Residents with- Resident, Occupant, Tenant, etc. on bill
