Wayne Metro operates five wholly-owned subsidiaries:

Excellent Construction, LLC (Builder and Developer)

Excellent Construction is a fully licensed and insured Certified Housing Development Organization (CHDO). The company is wholly owned and operated by Wayne Metropolitan Community Action Agency (Wayne Metro).

Excellent Construction employs skilled tradesman in the weatherization, repair, refurbishing, and construction of homes and other projects throughout Wayne County. Every project undertaken by the company focuses on improving the housing conditions of low- and moderate-income residents of Wayne County and is completed with the good of the greater community at heart. All proceeds from Excellent Construction projects are used to support Wayne Metro’s mission to empower low-income people and strengthen communities.

Excellent Construction also supports the Out-Wayne County Homeless Services Coalition. The Coalition works to provide permanent supportive housing solutions for low- and moderate-income Wayne County residents outside the city of Detroit.

Supportive housing is permanent, independent, affordable housing for families and individuals that meet any of the following criteria:

  • Are low- to moderate-income
  • Have identified special needs, including physical ability restrictions
  • Are currently, or in danger of becoming, homeless
  • In supportive housing, residents have access to various assistance programs and services to address such issues as nutrition, education, financial stability, and job placement.

Together, Excellent Construction and the Out-Wayne County Homeless Services Coalition work to create supportive housing environments that meet the immediate needs of those facing homelessness, and improve the overall stability and attractiveness of the greater community.

Raupp LDHA – (Limited Dividend Housing Association for Raupp Supportive Housing)

The Raupp Housing Development is comprised of 24 apartment-style rental units housed within two buildings in Melvindale.  All 24 units are dedicated to housing formerly homeless individuals and families.  Project-based rental assistance is attached to all 24 units.

Lincoln Park Lofts

The Lincoln Park Lofts is a 38 unit unique loft-style development that includes approximately 2400 square feet of commercial space on Fort Street.  The commercial space and the 12 rental units attached are the result of the preservation and rehabilitation of an historic Park Theater that was built in 1925.  The 26 units behind the “theater” are all new construction.  Fourteen of the 38 units are dedicated to housing formerly homeless individuals and families with special needs and a rental subsidy (project-based rental assistance) is attached to the unit.  All 38 units are considered “affordable housing” and income is one component of eligibility.
