Connect with Wayne Metro

Connect is the first step on Wayne Metro’s Empowerment Pathway – identify and address each individual’s unique needs. When people connect with us requesting services, they typically contact us through the Wayne Metro CONNECT(™) Call Center or via the website. Once a person calls us or fills out an online form, they enter into a centralized system where Information, Intake and Referral Specialists, Direct Service Staff, and Community Resource Navigators can quickly address critical needs, learn what other assistance may be available, and provide steps to enroll.

Call Center

The Wayne Metro Connect Call Center is a state-of-the-art locally operated call center designed to optimize client intake, appointment scheduling, and referral services. For all program and service-related inquiries, please contact the Wayne Metro CONNECT(™) Call Center between the hours of 9:00 am to 4:30 pm, Monday – Friday (excluding holidays).

Eligibility Assessment & Resource Navigation

If you need help with paying utility bills or restoring your utility services, contact the Wayne Metro CONNECT™ Call Center at the number above to learn if you are eligible for assistance. If you are eligible, you will be given an appointment to meet with a Direct Service Specialist (DSS) at one of the many Wayne Metro sites throughout Wayne County. (The Wayne Metro CONNECT™ Call Center will tell you about any documents you must bring to your appointment.) Your specialist will guide you through all necessary steps to access utility assistance programs or to get your utilities restored.

You will also meet with a Community Resource Navigator (CRN) who will guide you to other beneficial services and programs to help you find employment, advance your education, build financial security, improve your housing situation, and address any other needs that you or your family may have.

Energy Utility & Water Assistance

Energy Assistance

If you are a Wayne County resident and are behind on your utility bill, Wayne Metro can help. Our Utility Assistance Program can provide you with assistance in paying past-due utility bills including electricity and gas (or other deliverable fuels such as home heating oil). We can also provide guidance to help you get your utility services restored if they have been shut off.

To be eligible, you must provide the following materials:
1. Picture ID
2. A copy of the approved SER decision notice
3. A copy of your DTE energy bill

State Emergency Relief

Wayne Metro can assist you in applying for the State Emergency Relief program through our partnership with the Michigan Department of Health and Human Services MiBridges program.   To qualify for State Emergency Relief, you must meet a number of additional requirements.

Eligibility is based on:

Number of individuals residing in your household
Monthly Income
Cash Assets over $50*
*Some assets such as homestead, one vehicle, personal and household goods are excluded

Water Residential Assistance Program (WRAP)

The WRAP’s mission is to administer the distribution of the Great Lakes Water Authority (GLWA) WRAP funding to the eligible, low-income residential customers of the GLWA service areas, with a vision to create a transformative water utility assistance program focusing on bill assistance, conservation, and self-sufficiency initiatives.

City of Detroit residents who are not eligible for WRAP assistance can enroll in the DWSD 10/30/50 Payment Plan. The plan allows for customers to pay down arrears by spreading them across future payments. For more information please call 313.267.8000 or visit
