WATER AFFORDABILITY ASSISTANCE

The Water Affordability Program provides direct water bill payment assistance to eligible residents who have a financial burden, a past due balance, water service shut off, and/or at risk of having their water service shut off.

BENEFITS

    The Water Affordability Program provides direct water bill payment assistance to eligible residents who:
  • have a financial burden
  • a past due balance
  • water service shut off, and/or at risk of having their water service shut off.
  • Direct bill payment assistance
  • Arrearage assistance
  • Supportive wrap-around services through case management, resources, and referrals

ELIGIBILITY

  • 200% Federal Poverty Level or below
  • Applicant is responsible for water bill
  • Applicant must live in the property
  • Own or rent the home
  • Shut off notice is not required
  • Bill does not have to be past due

FREQUENTLY ASKED QUESTIONS

The Detroit Tax Relief Fund was created by the Gilbert Family Foundation and Rocket Community Fund to eliminate remaining delinquent property taxes for Detroit homeowners who have been approved for Homeowners Property Exemption (HOPE) program and the Pay As You Stay (PAYS) program.

The Homeowners Property Exemption (HOPE) program is a City of Detroit program that helps low-income homeowners eliminate or lower their CURRENT year property taxes. The Pay As You Stay (PAYS) program is administered by the Wayne County Treasurer’s office and reduces back taxes owed by homeowners who have been granted a HOPE. You must be granted a HOPE in order to be eligible for PAYS.

PAYS is available only to homeowners who have been granted an HOPE. To get help applying for the HOPE program call 313-244-0274 to be connected to organizations that can help you apply.

Yes. You need to submit a HOPE application annually to remain exempt.

Water Affordability Programs

Wayne Metro has additional water programs available. The Water Affordability Program and the Local Water Utility Affordability Program. REQUIRED DOCUMENTS

  • Photo ID (City, State or Federally issued, or Passport) for all household members 18 years of age and older
  • Current water bill
  • Lease stating responsibility for water (only Non Detroit Residents with Resident, Occupant, Tenant, etc. on bill)
  • Proof of income
    (if applicable), 30 days prior to and including the date of application submission
    (Pay stubs, Unemployment, Child support, and Benefit statements: SSI, DHS, etc.)

OR Actively receiving one of the following:

  • Temporary Assistance for Needy Families (TANF)
  • Food Assistance Program/ Supplemental Nutrition Assistance Program (FAP/SNAP)
  • State Emergency Relief (SER)
  • Social Security Supplemental Income (SSI)
  • Weatherization assistance
