Weatherization Program



Wayne Metro's Weatherization Assistance Program is a FREE program funded through the Department of Energy and offers energy assistance to income-eligible home owners and renters.

Weatherization works by reducing household energy consumption through cost-effective, energy efficiency measures including:

  • Wall Insulation
  • Attic Insulation and Ventilation
  • Foundation Insulation
  • Air Leakage Reduction
  • Smoke Detectors
  • Dryer Venting

* A computerized audit is the basis for determining which measures are most cost effective for each individual dwelling.

* Weatherization is not a home repair or emergency program; you may experience a wait when applying for the program.

Wayne Metro is the Weatherization provider for many Out-Wayne County communities. Residents in Hamtramck, Harper Woods, the Grosse Pointes, Highland Park or Dearborn should contact (734) 284-6999 for more information or to see if you qualify.

Home Rehab Program



The Community Development Block Grant (CDBG) Program was designed to revitalize and strengthen residential neighborhoods through the renovation of low to moderate income, owner-occupied homes. This program is made possible through a collaborative effort between Wayne Metropolitan Community Action Agency and Out-Wayne County municipalities.

Since 2002, Wayne Metro has invested $300,000 and rehabilitated more than 50 homes in the communities of Melvindale and River Rouge, and is partners with the city of Hamtramck to help administer the CDBG program. The CDBG Program works to enable income-eligible homeowners to receive one-time, 0% interest deferred loans to make improvements and repairs to their home. The loans do not have to be paid back until the title of the home changes hands or the home is sold. Work to the home will focus on health and safety issues including roof, foundation, heating, plumbing and electrical.

Program participants will be required to meet program guidelines and be agreeable to repayment terms (if applicable).

Excellent Construction is a single-member liability company wholly owned and operated by Wayne Metropolitan Community Action Agency (Wayne Metro). All proceeds made by Excellent Construction are used to support Wayne-Metro's core human services and anti-poverty programs.

For liability purposes Wayne Metro performs all construction contracts through this company. Excellent Construction is fully licensed and insured. Performance bonds are secured through a surety bond company. Excellent Construction has completed projects in the communities of Ecorse, Melvindale, Inkster, Hamtramck, Lincoln Park, River Rouge, and Wyandotte. Excellent Construction has utilized federal HOME funds, Community Development Block Grants, and private financing to complete projects to date.

Excellent Construction is recognized by both the Michigan State Housing Development Authority (MSHDA) and Wayne County as a certified Housing Development Organization (CHDO).

Supportive Housing



The Out Wayne County Homeless Services Coalition has identified the need for permanent supportive housing as being of primary importance in meeting the housing needs of low-income households, particularly those in need of supports to maintain stability. The Coalition is committed to developing 100 units of new housing in Out-Wayne County.

Supportive housing is permanent, independent, affordable housing for families or individuals that meet any of the following criteria:

  • Are low to moderate income.
  • Have identified special needs.
  • Are homeless or in danger of losing housing.

Supportive housing seeks to mix members of each of these groups to create housing environments reflective of the greater community and in response to the needs of a broad base of community residents.

Supportive housing looks and functions exactly the same way as any kind of permanent housing for anyone, except that tenants have access to supportive services as one of the benefits of living there. Supportive housing units are self-contained rental units with private bathrooms and cooking facilities. Housing units can be newly constructed or renovated Visgerexisting structures and will be designed to compliment the existing community.
